Voting Question: Has anyone else been continually unable to contact CRC Prison in Norco, California by phone?

I have been trying to locate an inmate for a WEEK now by calling 951-737-2683. Nobody will EVER answer, even after 5+ min of ringing of the hook. Insane to think nobody is there. Its a damn prison for crying out loud! Yes, I have even tried calling other prisons for any possible solutions with phone #'s to only be given the same number. Sooo strange! Just trying to locate an inmate. The Sacramento's Inmate locator ph # is constantly BUSY!! Help? Any idea's other than writing to them?
